Creating a Parallel Help Line through a Point

Create a help line parallel to a line through a specified point.

Indicate the line. Then pick the point through which it is to pass.

In viewing modes other than orthogonal, define the through point by snapping to an existing entity or by typing in the coordinate values on the keyboard.
